This weekend, some of our friends have been sending me clip of a Rachel Maddow’s piece on “Where The Sun Don’t Shine”, commenting on Florida state legislators’  measures. Below (italics) is part of the transcript of Rachel Maddow’s piece on “Where The Sun Don’t Shine” that I would like to address:

Florida, is, technically speaking, the Sunshine State. That is their official state nickname and they do not mean it as a metaphor. They meant it as a founding principle, a main  attraction of what Florida is. The Florida Department of Citrus has a new branded Avengers Character called Captain Citrus. Captain Citrus runs on Solar Power. The circle on his hands are solar pods. Maybe it’s my solar pods but you’re going down. Florida is so much the Sunshine State  that the whole ad campaign for the city of Ft. Lauderdale is called “Find Your Sunny” and you can find Ft. Lauderdale at sunny.org  Explore your sunny side in Sunshine State. So now naturally because it’s  Florida that Florida has declared war on the Sun, even if it still wants to be known as the Sunshine State. This past week, very quietly, just before Thanksgiving, Florida, incredibly, decided to try to kill solar power in the state of Florida, they voted to kill entirely the solar rebate program in the state for installing solar panels. At the same time they told the state power companies that they can basically stop their efforts to conserve energy. Maddow then proceeded to show the decrease in Florida’s goal for energy conservation, below (between 2009 and 2014)

and they killed the program for solar power in the Sunshine State.

Power companies, the utilities, make money by selling power. The more power you use, the more power they can sell you, and therefore the more money they make. If you make the power yourself from the Sun, the solar panels on your roof, or if you/they/any one uses less power, then they (utility companies) will sell less power and make less money. So, right now, at the request of the utility companies, right before Thanksgiving, very quietly, Florida just decided to stop conserving energy as a state policy. They’re no longer going to try to even do that…and they’ve decided to completely unplug from the sun in the Sunshine State. It’s amazing….I don’t know what Captain Citrus is going to do, but I think Captain Citrus is not going to be happy about this…when this quiet news will be coming out…..

Essentially there are two issues that are being addressed:

I. Cutting the Solar Rebate program: In reality, the Florida Solar Rebate program had not been funded for quite a few years already. Having an empty promise in solar rebate program hurts the solar policy or solar installations more than not having it at all (for many Floridians have chosen to wait to install solar in the future, when  the solar rebate program will be funded,  instead of installing now). So having it (empty or not-funded solar rebate program) off the books actually is a service for the Floridians. What we do need is better  solar/renewable energy policy and goal, as I’ve been trying to gather interest (supplemented with petition and interviews of various energy experts) in: http://www.sunisthefuture.net/2014/09/24/let-the-sunshine-in-the-sunshine-state/

II.Cutting the Energy Efficiency goal: As Ms. Maddow succinctly puts it, “power companies make money by selling power”, and therefore is not naturally incentivized to ask its customers to conserve energy use.  Expecting the power companies to voluntarily offer energy efficiency program is like asking some one else to do what I think is ethically correct while  asking that some one else to pay for it and I am not. If energy efficiency program is to be carried out, it should not be involving the power companies . We would also need to be prepared for rate hikes as what’s been happening in all of the states that have been very successful with their energy efficiency programs (i.e. CA, MA, RI, VT, OR, http://www.eia.gov/electricity/monthly/epm_table_grapher.cfm?t=epmt_5_6_a)

Finally, I think the most efficient route is what’s being implemented in India, using carbon tax to fund clean, renewable energy (more details will be found in our next post). Right now, India has doubled its coal tax to 100 rupees per ton and will use the money generated for projects that would boost the country’s (India’s) solar power capacity to 100 gigawatts by 2020. So, if Floridians do not want to spend more on energy efficiency or solar rebate programs, then simply tax the carbon producers and use the yield to fund clean energy such as Solar and Wind or energy efficiency program. Then we may rightfully maintain our nickname as the SunShine State without having to tighten our belts. I think Captain Citrus will then approve.

1.  Phaijang B Group of Motbung, India, a loan in helping a member of the group to buy mini-solar home lighting system

Phaijang B is a group formed by women of common interest to get a loan for buying mini-solar home lighting systems so that their families stay in a better home environment at night, due to the shortage in the power supply in their area. Lamhat (32), the featured member of the group with her hand raised, is skilled in weaving and devotes most of her time to weaving different types of traditional shawls to generate income. She lives in a very remote village called Phaijang which is a 45-minute drive from Imphal, Manipur. Their family includes the mother, father, and three school-going children.  She considers education a key to achieve one’s aim in life and had been giving her best effort to give the best to her children to excel in their education. As the area faces insufficient power supply, their daily duties are affected after dusk, especially the study hours of the children after sunset. After buying the mini solar home lighting system, the children are able to study in comfort after dusk and for longer period with better concentration. Their academic performance is much better now which is the reason for availing the loan. While the children study under the solar home lighting, the mother does the household chores and weaves in comfort. Her weaving hours were limited before, but now she can weave in the evening and increase her production. The family is very happy to receive such a loan and thanks WSDS for lending such a loan. 2. Hor of Prey Veng Province, Cambodia, a loan to buy solar energy home system

Hor is a 42-year-old woman who lives in a remote area of Prey Veng Province, Cambodia. At home, she is a lovely mother of two dependent children and two married children. To make a living, she manages and operates a farming business in rice farm land which is located near her house. So far, she has been involved in this business for nearly twenty years. The average earning is USD 2.00 a day. Hor wants to have household energy at a reduced monthly cost by purchasing a solar energy home system. Because there is inadequate money, she has requested a Kiva loan through its partner, HKL. After this initial investment, she hopes to have clean energy to power her household lights, TV and radio. She is very happy and thankful because with this loan, HKL has provided her a special interest rate lower than its general loan rates. (source: Kiva)

3.  Serapio of Intibuca, Honduras, a loan to purchase a solar home system that will allow him to reduce spending in kerosene, candles, and to improve home lighting.

Serapio lives in a community in the Department of Intibucá Honduras. He is a farmer (corn and coffee) 40 years ago, age 60 years who lives with his wife and four children, they help him to work in the farmland. It is clear that Serapio works hard to maintain his family and at night, after a hard day of work, the conditions in the house are not very good due to the lack of electricity. The family currently illuminates their home with kerosene lamps because the electrical utility grid does not reach this rural area. He mentioned that with this solar energy system, he hopes improve the living conditions. Serapio is requesting a loan to purchase a complete solar electric system from Soluz Honduras, that will permit to have a better lighting, charge their cell phones, and saving in traditional energy expenditure. 4. Maria Elena of Intibuca, Honduras, a loan to purchase a Solar Home System for her home

Maria lives in a community in the Department of Intibucá, Honduras. She has been a corn farmer for 10 years. She is 32; she is married and has five children. It is clear that Maria works hard to maintain her family and at night, after a hard day of work, the conditions in the house are not very good due to the lack of electricity. She hopes that with the solar energy system, their children will be able to do their homework and improve the living conditions. Maria is requesting a loan to purchase a complete solar electric system from Soluz Honduras, that will permit to have a better lighting, charge cell phones, and save in traditional energy expenditure. It is clear that Cristian works hard to maintain his parents and at night, after a hard day of work, the conditions in the house are not very good due to the lack of electricity. He hopes that with the solar energy system, he will be able to prepare his classes at night and help his family with the tasks at home. Cristian is requesting a loan to purchase a complete solar electric system from Soluz Honduras, that will permit him to have better lighting, charge his cell phone, and save in traditional energy expenditure.

Solar Is Preferred For Water Conservation

In addition to our Aug. 2, 2014 post, there is another important reason that we prefer Solar Energy use: it is critical in avoiding water-related conflicts.

In a new CNA report, A Clash of Competing Necessities (Water Adequacy and Electric Reliability in China, India, France, and Texas), PV is being identified as the major solution for avoiding water-related conflicts. The first solution is energy efficiency, moving from coal to using PV, wind, and natural gas, according to this report. The Director of Energy, Water and Climate at the CNA Think Tank‘s Institute for Public Research, Paul Faeth, says he is very surprised that water conservation is not “part of the sales pitch” for PV. The dramatic drop in prices for solar is making it a cost effective solution to water scarcity, he added.

An estimated 40% of all freshwater withdrawal in the U.S. is being used for thermal cooling, in order for power generation to remain safe and stable. As energy demand, economic and population growth, and climate change  place more strain on water access, there have been/are/will be scrutinising water use in the power sector by competing necessities. Thermal power generation is heavily dependent on water use: Faeth describes the growing concern  of plants having to power down or completely shut down in drought and heat waves.

The report indicated that for water being removed for the process of thermal cooling and being put back into the local environment, or “withdrawal”, the water use by different energy sources are as follow:

  • coal with carbon capture and storage (CSS) uses 4.3 cubic meters per MWh
  • nuclear uses 4.2 cubic meters per MWh
  • coal alone uses 2.3 cubic meters per MWh
  • natural gas uses 1 cubic meters per MWh
  • wind uses zero cubic meters per MWh
  • solar PV uses 0.1 cubic meters per MWh  (solar PV uses a small amount of water for washing the panels once in a while, but none for power generation)

For ‘consumption’ of water, whereby water is completely removed from the local environment,

  • coal with carbon capture and storage (CSS) uses 3.2 cubic meters per MWh
  • nuclear uses 2.5 cubic meters per MWh
  • coal alone uses 1.9 cubic meters per MWh
  • natural gas uses 0.7 cubic meters per MWh
  • wind uses zero cubic meters per MWh
  • solar PV uses 0.1 cubic meters per MWh

According to Faeth, policy for water conservation for the power sector and energy efficiency doesn’t exist at the moment. “Water concerns for policy makers and for many people are also a higher priority than climate change,” he said, “in drought it doesn’t matter what the cause of drought is you still have to respond, and if you can respond in a way that is cost effective and mitigates emissions, such as using wind and PV, then that is a real plus.”

The report uses figures from the US Energy Information Administration (EIA) and the National Renewable Energy Laboratory (NREL), focusing on China, India, France, and Texas as case studies, since there are already challenges in power generation and water scarcity in these regions. China has high agriculture demand (second only to U.S.) and relies heavily on coal, requiring water for cooling, is already experiencing blackouts from a lack of water for cooling. India already uses 1.3 billion cubic meters of water per year, with forecast of 7 billion by 2040. “You have to wonder if that is even possible,” said Faeth. Solar is inexpensive in India and is a cost effective way to reduce water conflicts. Faeth added, “If water is taken from agriculture, it would be politically untenable….India has to start doing something else to avoid water competition that is already happening and we expect to get worse.”

In India 52% of the population live in water scarce areas, with 73% of electricity generation located in water stressed areas, with frequent blackouts.  Currently 79% of newly built capacity is scheduled for construction where the water supply is under threat.

In 2003, a heat wave in France lost 4 GW of nuclear and hydro energy, causing France to restrict its electricity exports, definitely reflecting its energy insecurity for its European importers. In 2009, France used 64% of its (withdrawn) water for thermal cooling due to its 80% nuclear energy generation, this presents a unique threat to energy security during droughts. Energy demand in France is expected to grow by 28% by the 2040s. France’s reliance on nuclear energy means even modest growth is a concern for water scarcity.

Current drought in Texas has already taken water from farmers to avoid blackouts. The case is now in the U.S. court. The report indicated that Texas is likely to meet water and energy demand from new PV, wind, natrual gas, and energy efficiency, despite the challenges due to drought. But the state needs to avoid new coal generation. Texas is now “looking to do more wind and PV, not particularly for climate change mitigation but because these strategies can save water,” said Faeth.

Aussie’s Transition Into Renewable Energy Age

Due to our previous post on Darwin’s Blackout, let’s take a look at some of the recent developments of Renewable Energy policies in Australia.

Back in 2006, about 9,500 GWh (gigawatt-hours) of Australian electricity came from renewable sources, representing less than 4% of  nationally generated electricity. By 2011, that number moved up to approximately 29,302 GWh and to 29,678 GWh by 2012, representing 13.14% of the total production in Australia.

Similar to many other countries, government policy in response to concern for climate change, energy independence, and economic stimulus has been the driving force behind encouraging the development of renewable energy. A key policy that has been in place since 2001 to encourage large-scale renewable energy development is a mandatory renewable energy target (MRET), which in 2010 was increased to 41,000 GWh of renewable generation from power stations. There is also the Small-Scale Renewable Energy Scheme, an uncapped scheme to support rooftop solar power and solar hot water and several State schemes providing feed-in tariffs to encourage photovoltaics. In 2012, these policies have been supplemented by a carbon price and a 10 billion-dollar fund to finance renewable energy projects.

Based on a survey result indicated in Angus Reid Global Monitor (June 25, 2007), there is/was considerable public support for the use of renewable energy and energy efficiency in Australia.

It has also been suggested that with sufficient public and private sector investment and government policy certainty, Australia could switch entirely to renewable energy within a decade by building additional large-scale solar and wind power developments, upgrading to transmission infrastructure and introduction of appropriate energy efficiency measures.

The amount of installed PV capacity in Australia has increased 10-fold between 2009 and 2011. Feed-in-tariffs and mandatory renewable energy targets specifically designed to assist renewable energy commercialization in Australia have largely been responsible for the rapid increase.  In South Australia, Premier Mike Rann introduced a solar feed in tariff for households and an educational program that involved installing photovoltaics on the roofs of major public buildings such as the Adelaide Airport, State Parliament, Museum, Art Gallery and several hundred public schools. In 2008 Premier Rann announced funding for $8 million worth of solar panels on the roof of the new Goyder Pavilion at the Royal Adelaide Showgrounds, the largest roof top solar installation in Australia, qualifying it for official “power station” status. South Australia has the highest per capita take up of household solar power in Australia. The first commercial-scale PV power plant was opened in 2011, the Uterne Solar Power Station, a 1MW capacity grid-connected solar photovoltaic system located 5 km south of Alice Springs in the Northern Territory. The second opened in 2012 at Greenough River Solar Farm with a capacity of 10 MW. The price of photovoltaics has been decreasing, and in January of 2013, was less than half the cost of using grid electricity in Australia.

I’ve been quite busy this past week setting up Sun Is The Future Online Stores, which may also be found in the right hand margin under Information (below the search box). There has been so much news and activities in the solar world that I shall be posting frequently in the coming week. For those of you who have been with Sun Is The Future for over two years, you probably realize that I am a strong  proponent/ supporter for Solar/Renewable Feed-In-Tariff (FIT) policy.  To refresh our memory of some of our past posts:

With the dramatic decrease in cost of solar modules/panels and various natural disasters in recent years, even without any subsidies, there are plenty of reasons to utilize solar energy. But if FIT (Feed-In-Tariff) were implemented, this policy would provide greater incentive for people, in general, to remain connected to the grid and increase the chance of greater economic stability for our society. Since there are varied circumstances from state to state, I would like to implore all state legislative bodies to seriously consider FIT (Feed-In-Tariff) for Renewable Energies within his/her particular state.

I’ve received some of your emails regarding questions/concerns in how to obtain funding to start a solar/renewable energy/energy efficiency small business.  Here are some info/links that may be of assistance to you:

Furthermore, there are also several other avenues for finance one may consider upon starting one’s own business:

  • Self-financing
  • Loans from family and friends (agreement in writing is highly recommended)
  • Private stock issue
  • Forming partnerships  (General Partnership: all partners are individually personally responsible for their debts and all partners has the power to manage the business; Limited Partnerships: only general partners have control over management, whereas limited partners are only responsible for the debts to the extent of their investment in the business and no influence in management of the business at all; Limited Liability Partnership: all partners have limited liability but all also have power to manage the business.)
  • Venture capital: supplied by the professional investors and given to new growing businesses with impressive business venture plans. Financing is done by third-party investors investing from the professionally managed fund (generated by managing the pooled money of others.)
  • Angel Investors: wealthy individuals lending his/her own personal funds to help set up a business and in return generally acquires ownership equity of the business. Now a days, multiple Angel Investors are forming Angel Groups or Angel Networks engaging them in financing small businesses to a greater extent (example:  Oprah’s The Angel Network.)
  • Bank loans, donations, grants and subsidies are also potential sources of finance for small businesses (as seen above in various links).

Let’s speed up our ability to spread the sunshine across our planet earth by empowering  solar (or other)  entrepreneurs!  Hurry Up, there are not that many free $25 left!

Dear Friends & Readers,  one of you emailed me and asked this question, below:

Maybe you have some business ideas for my brother.  He knows the building and architecture business. Knows all materials and specifications for big buildings as well as little houses. He has been a salesman for building products, has been a specifications writer for big projects, overseen buildings for architects and builders,  hospitals, convention center, office buildings. He can’t find work here now. He needs to get into the new Solar energy business….

For your brother, since he has so much experience and connections in building industry, I would recommend setting up a business in “Energy Efficiency Auditing” and/or “Solar Installation”, helping home owners and businesses to find different ways to reduce the amount of energy used: be it in installing attic fans, changing light bulb to compact flourescent bulbs, using light color (white) for roof (where it is allowed), changing to tankless hot water heater, using solar hot water heater, using solar energy to heat pools, using solar lights/lamps in the yard, etc.  He may even be able to get government subsidies to start a company involved in energy efficiency or solar energy.  If he needs more information, I would suggest going to my http://sunisthefuture.net and find the April 18, 2011, post on Incentive For Solar (2) for links and US Dept. of Energy SunShot Initiative (if he may be interested in researches) Contact people at DC  and DOE’s Solar America Communities program and April 24, 2011,  post on Incentive For Solar (4)-For Consumers for individual states’ listing of solar incentives.  You/he can get to this post by clicking the orange link at left or going to the Archives in the right margin of http://sunisthefuture.net, click on April 2011, then click on 24 under April 2011. Read this post (April 24, 2011 post of http://sunisthefuture.net)and listen to the video clip EERE Program Overview. Then click on the orange link to find out more information about where the subsidies for consumers (for different parts of the US) are because with better understanding of where the consumers’ subsidies will be coming from, your brother will be better equipped to appreciate where the potential clients’ needs will be.  Call and learn about what and how he may be able to get started in energy industry.  Once he is more clear about what exactly he wants to do, then he can start publicizing for his business via internet (I recommend WordPress to set up a web site), Facebook, twitter, and various social networking strategies.   It is important to be clear about what his goal is.  He needs to learn as much about energy industry as possible.  If he visits http://sunisthefuture.net , it is free.  My Jan. 10, 2012 post at http://sunisthefuture.net also mentioned an online institute, Solar Living Institute, that has various online courses and training programs if your brother is interested (this would cost something) . In addition to government subsidy, there is a private lending organization call Kiva (I have also written about this organization in Jan. 1, 24, 25, 2012 posts of http://sunisthefuture.net ;Jan. 1, 2012 post ;Jan. 24, post; Jan. 25, 2012 post). Kiva will help legitimate green businesses to get started by lending/microfinancing.  So I would recommend that your brother try to learn as much as he possibly can about energy efficiency and solar energy before deciding on what direction will be most suitable for him.  Be sure to write out a business plan before approaching U.S. Department of Energy and Kiva for monetary help. There is no guarantee in life, but knowledge is power and better organization and planning ahead is always a good idea before starting on any project.   Perhaps he may not even need any outside assistance to get started.

Solar Decathlon (11)-SCI-Arc/Caltech’s CHIP (Compact Hyper-Insulated Prototype) of 2011

Now, let’s return to our report of Solar Decathlon of 2011.  The SCI-Arc Caltech’s CHIP (Compact Hyper-Insulated Prototype) house is a net zero, solar powered home designed for LA area, that started with a platonic cube of 600 sq ft, but stretched/lengthened that gave it a N-S orientation. Then the nose of the South end descends to increase the roof’s sun exposure while in the North end of the building  lifts to create a car port beneath the building (as though the North side reaches for the sky while the South side descends toward the ground).  A unique feature of CHIP is its outsulation, such that its exterior insulation creates a continuous shell of insulation so to minimize thermal bridging through structural members and additional low cost coated skin, vinyl, wrapped around the building, providing a rainscreen that unifies the building into one form. Extending from South, East, and West faces of the building are ADA accessible ramps and terraces.  Upon entering the house, one meets the kitchen with optimal work space and appliances carefully chosen for their performance and energy use monitored by a smart meter (to optimize its energy efficiency and cost).  Another interesting feature of the CHIP house is its division of rooms based on level changes rather than compartmentalizing rooms by isolating spaces.  Furniture are made from recycled nontoxic material.   Solar array on the roof is the full generator for this project.  Now, let’s take a good look at this unique design that may change our future generations’ view of what a home should look like.—>
