We have some news updating of Feed-In-Tariff from our friend of the Wind persuasion, Paul Gipe, below:

To his surprise, when he presented his findings to the local energy commission, their reply was, “why can’t we do that here?”

Learning From Ed Regan & Mayor Pegeen Hanrahan About FIT (Feed-In-Tariff)

I’ve been spending more time learning about Feed-In-Tariff (FIT). Naturally, Gainesville, FL is an important starting point for history of FIT in USA, for it was the first city in USA that adopted FIT (Feed-In-Tariff) via GRU (Gainesville Regional Utility) back in February/March of 2009.  So, it was both a pleasure and honor for me to present to you Ed Regan and former Mayor of Gainesville, Mayor Pegeen Hanrahan , in the video clip below. This interview was conducted at the top of Downtown Gainesville parking garage (220 SE 2nd Ave.), in Gainesville, Florida.

The program (Solar FIT in Gainesville) was open to small, medium, and large projects, but was capped at 4 MW per year. As of 2011, Gainesville has increased solar generated electricity from 328 to 7391 KW. By Dec. of 2012, over 14 MW of solar PV had been installed in the Gainesville area. This is the highest per capita solar PV in Florida and one of the highest in the United States.Solar energy now takes up about 1.2% of peak load energy (610 MW) in Gainesville, FL. FIT had been responsible for much of the widespread implementation of solar in Gainesville area, increased local jobs, and dramatically improved economic opportunities for Gainesville, FL.

Two very important people who were instrumental in the adoption of FIT in Gainesville, FL: Ed Regan and Pegeen Hanrahan are being interviewed in this video. Ed Regan, a senior administrator (Assistant General Manager for strategic planning of GRU, Gainesville Regional Utility) back in 2009, is now with Strategic Utility Management at Gainesville, FL.  Pegeen Hanrahan, two-termed Mayor of Gainesville in 2009, now the Principal of Community and Conservation Solutions, is involved with various projects protecting FL’s public lands, parks, and natural resources.

Ed Regan and Pegeen Hanrahan discussed changes and progress in solar energy during the past few decades and the importance of concerned citizen participation, as well as legislative support and proactive and creative utility staff in setting the right tone for a prosperous renewable/solar energy future.  Without these three factors mentioned above, Solar FIT would not have been able to take place in Gainesville, FL. Ed Regan and Pegeen Hanrahan are two eloquent speakers with plentiful  lessons learned, practical insight, and wisdom.  This is a valuable discussion for any one currently in or will become part of the solar energy future. As  advocates for solar energy, Sun Is The Future team was thrilled to have this opportunity to learn about solar energy and FIT (Feed-In-Tariff) from these two highly charged individuals. As the cost of solar installations continues to drop, it is apparent that investing in solar is a no brainer. Implementing Solar-FIT, a productive incentive policy,  will help local economic prosperity by creating local jobs, improving energy security, and insuring the health and clean nature of the energy source of all types of   utility ( municipality, investor-owned, or cooperative ). But experience did indicate that investor-owned utility tends to require more hurdles to overcome before Solar-FIT may be successfully implemented.

It’s Bright To Be A Solar Investor

A quick interruption from our series on Solar Plane-Solar Impulse: I want to share some information from Mosaic with you all, below. This may be of particular interest for solar enthusiasts who are residing in Florida and/or who believe in Solar-FIT (Feed-In-Tariff).

On Tuesday morning, June 4, 2013, Oakland, CA based Mosaic (crowdfunding service that pools money of others to invest in solar projects)

opened investing in The Continuum (Graduate Student Housing, 425 W. University Ave., Gainesville, FL  32601-5207)’s 251 kilowatt system. By 3:00P.M. 159 investors have already pooled together $91,000. Mosaic is seeking $386,000 for the project and is expecting to pay out 4.4 percent annual interest on these investments. Mosaic Launches Solar Schools Program with New Project in Sunshine State

First Project on University of Florida Housing Offers 4.4%* Return

OAKLAND, CA — (June 4, 2013) Mosaic, an online marketplace that connects investors to high-quality solar projects, has just launched a new program to help schools benefit from solar by sourcing capital from the crowd. Mosaic’s first Solar Schools project is a 251 kW system on University of Florida apartment community for graduate students, faculty and staff that offers an estimated 4.4%* annual return.

“Schools have always been at the forefront of innovation. We hope that through Mosaic’s platform we can harness the power of the student, parent, faculty, administrator and alumni community to help more schools go solar,” said Mosaic’s Founder and President Billy Parish.

According to the Department of Energy, US K-12 school districts alone spend $6 Billion a year on energy – exceeding the amount allocated for textbooks and computers combined. Through Mosaic’s platform, individuals can help more schools move their funds towards education as well as support the schools use of a cleaner energy source. The impact of University of Florida’s project includes offsetting the average energy required to power 26 US homes in one year.

Along with offering its first solar project on a school, Mosaic is also crowdsourcing recommendations from those who want to help a school in their community go solar. Mosaic’s online solar schools tool allows parents, teachers, students, faculty and school administrators to nominate their school to go solar. Mosaic will then work to connect the school to top-tier solar developers and evaluate the project for the possibility of financing it on its platform.

From June 4th-June 11th Mosaic also has a special offer for students and faculty to match their first $100 investment with an additional $25 free if they create an investor account with their .edu email address (more details here).

Through Mosaic’s platform, investors can browse through solar projects and invest as little as $25 dollars to earn competitive returns. Mosaic’s expected yield is competitive with corporate bonds (averaging 5.20% from 2003-12) and significantly greater than that of Treasuries (1.90%) and CDs (0.50%).

What Is Solar-FIT (Feed-In-Tariff)?

As a result of our petition campaign for “Solar-FIT For Sunshine State“, I’ve been receiving many questions from our visitors/readers/viewers about the incentive policy Feed-In-Tariff. Solar Energy Waiting For Us

Simply put, Feed-In-Tariff allows any solar energy producer to get a guaranteed rate (feed-in rate) for the energy they produce or the excess energy they produce within a fixed period of time (this period may vary from place to place and may change subject to reassessment). Feed-In-Tariff is an incentive policy that will help the spread of solar installations by guaranteeing solar energy producers to be able to sell the excess energy they produce back to the power/utility company.  This creates a synergistic relationship with the utility company because it will help to reduce the load on utility company during peak demand (when sun is shining brightly) and to provide incentive for people to stay on the grid. With greater certainty of return on the investment, financial institutions are more likely to want to lend money to those who are intending to become solar energy producers. Feed-In-Tariff has proven to be the most effective policy in stimulating the spread of solar installations, local jobs, local economic prosperity and helping the local economy to shift away from dependence on fossil fuel. This policy has been responsible for Germany’s economic prosperity and Germany’s having one of the lowest unemployment rate among all European nations. It has also worked beautifully in Gainesville, FL. We would like to see this policy extending beyond Gainesville so that all of the Floridians will  be able to enjoy the benefit of our glorious sunshine through this policy.

Proposal Four Times Comparable Size of Los Angeles DWP’s Solar FIT

Payment for Wind to be Based on Utility’s Rate of Return

Could the conservative heartland state of Iowa breach the dam holding back feed-in tariffs for renewable energy in the US when self-styled “progressive” states such as California continue to dawdle? That is the possible implication of a vote by the Agriculture Committee of Iowa’s state Senate Thursday, 7 March 2013.

Political observers and the media often overlook mid-western states in deference to presumably more trendsetting states on the west coast. However, many  of the progressive movements in US history have grown out of grassroots campaigns in the nation’s heartland. The same could be true for feed-in tariffs.

The bill, SSB 1234, has a long ways to go should it ever become law, and the odds against it, as in most other states, are very long as powerful forces begin aligning against it. Nevertheless, the bill now moves to the Senate floor.

Significantly, the bill passed the Agriculture Committee unanimously. That is, the bill not only received the support of Democrats in the Democratically controlled chamber, but also support by Republicans on the committee. This bodes well for at least consideration by the Republican controlled House should the bill pass the Senate.

In another departure for much of the current discussion across the country and in particular on proposals for feed-in tariffs, SSB 1234 is not about solar photovoltaics. No, the bill is aimed at distributed wind energy and is limited to projects less than 20 MW.

Iowa knows a lot about wind energy and it is comfortable with the technology. In 2012, Iowa produced 24.5% of generation by in-state wind energy, far more than the one-time leader California’s 5%. Even in absolute numbers, Iowa’s 14 TWh of wind generation exceeded that of California’s 10 TWh in 2012.

However, nearly all wind energy in Iowa is found in large wind power plants developed by multinational utility companies. Only a very small percentage of Iowa’s wind generation is produced by small, distributed projects and even less is owned by Iowans themselves.

The bill allows distributed wind projects to account for one-half of the annual growth in residential electricity consumption. One estimate is that this could be up to 60 MW per year. If true, Iowa’s proposal is four times greater than the much heralded, some would say over hyped, feed-in tariff program of Los Angeles’ Department of Water & Power that is limited to 20 MW per year.

Iowa’s SSB 1234 is a milestone in renewable policy proposals in the US since Tea Party reactionaries seized legislatures across the country in 2010. As one activist suggested, this could finally be a sign of brightening fortunes for feed-in tariffs.

Unlike advocates in other states, where solar only bills monopolize feed-in tariff discussion, renewable proponents in Iowa are more inclusive. Proponents of SSB 1234 hope to add biomass and solar once the bill reaches the floor of the Senate.

One of the bill’s key features is using the connecting utility’s regulated rate of return in calculating the tariff that would be paid under the standard offer contract. Renewable advocates have long proposed that distributed or locally-owned renewables should be paid a tariff that includes calculation of a rate of return equal to that granted electric utilities. In most countries and in most proposals in North America, however, regulators use a much lower rate of return for investment in distributed renewables than the utilities receive themselves. Sometimes the return acceptable to regulators for distributed renewables is half that received by regulated utilities.

Interconnection: mandatory for utilities

Tariff determination: based on cost to utility, inclusive of the utility’s regulated rate of return

John & Y.T., thank you for your question on wanting clarification of Feed-In-Tariff.  If you’d get to my May 8th post on Incentive For Solar (8)-Feed-In-Tariff (FIT)http://sunisthefuture.net/?m=20110508 ,there is a very informative discussion by a panel of scientists and policy makers and even our very own Floridian Ed Regan, you would  also see that:

the first form of feed-in-tariff was actually implemented in US in 1978, under President Jimmy Carter’s administration, telling Americans that the energy crisis

was a “clear and present danger to our nation” and drew out a plan to address it.

The problem with the federal mandated feed-in-tariff rate from 1978 is that: the federal government had given individual states the authority to set its own FIT rate as long as it meets the minimal level of avoided cost. So, we ended up getting a lot of states  simply setting its FIT rate at the  avoided cost (for FL, this avoided cost is much lower than the cost of producing solar energy, therefore, there is no incentive for any one trying to produce extra energy). It simply would not be economically feasible. You can also find this discussion in my June 8th post and video with Craig Lewis of Clean Coalition, http://sunisthefuture.net/?m=201106.  I have another issue with this avoided cost FIT rate: that is,  it is set at a fixed rate without the consideration of what time in the day when the energy is produced. The value of energy  changes throughout the day because energy is in greater demand during the day time and when sun is up (esp. in FL when it is on a hot summer day, when AC is in huge demand).  The current fixed avoided cost FIT rate ends up favoring the wind energy producers and very unfavorable for the solar energy producers (solar energy is produced when demand is highest and therefore during the time when the energy is/should be more valuable.  But this can all be modified/monitored with current technologies and smart meters.  So, what we need from the state government is an effective Feed-In rate that would provide incentive (economically feasible) for every/any one who wants to participate in production of renewable energy (solar, water, wind, etc.) to do so feasibly.  Some of you may argue to wait until the cost of producing renewable (esp. solar in FL) energy to be much lower and continue the status quo for now. But I (and many others) feel that we cannot afford to wait any longer because it takes time to educate, implement, and assist the general public to make the transition into a new world of renewable energy.  If we want a smooth transition, without too much societal disruption, nor increased unemployment or dramatic lowering of standard of living, the most effective strategy is by implementing effective Feed-In-Tariff/CLEAN Program (as indicated in World Future Council http://www.worldfuturecouncil.org/feed_in_tariffs_in_us.html).  We have seen how effectively implemented Feed-In-Tariff had already benefited our neighbor Gainesville, FL community (and at least 65 other nations and territories):

We would simply like to ask our state legislators to consider re-examining the issue of Feed-In-Tariff and come up with a plan for an effective Feed-In-Tariff/CLEAN Program that may be inclusive of all,  the small users, medium users, and large users (even utility companies).  For we are all in this together.  I am sure that the power/utility companies are well aware of the fact that it is much better to serve a community of economic prosperity, because 10% of a smaller number is still larger than 100% of zero, such would be the case if/when the power company has to cater to the needs of unemployed users.)

As we refocus on our topic of Solar Decathlon in the next episode, I will like to start presenting this year’s (2011’s) entries from state of Florida, my home state. Stayed tuned in at the same bat channel….

More On Feed-In-Tariff…Let’s Not Waste Our Sunshine And Surface Area Here In Florida And USA

Talk to your friends, family, neighbors, and legislators about Feed-In-Tariff/CLEAN programs and help us to make the transition into renewable/solar energy age in the coming century.  I was talking to a lady from Denmark at the Y the other day and she commented that she was surprised how little solar activities there are in Florida rooftops compared to Denmark.  For those of you who aren’t sure where Denmark is exactly,  it is a Scandinavian country in Northern Europe, definitely with a lot less sunshine and insolation than what we have here in Florida.  Then the natural thing is to ask, why is this happening?  INCENTIVE, or lack thereof !  We need incentive for individual home owners, small businesses, organizations such as schools, Y’s, hospitals, etc. with rooftops and surface areas, that would provide us with sufficient economic incentive to move into the renewable age.  Here is an example (in the next video, with data provided by World Future Council) of another country, Germany, with far less sunshine and insolation than we have here in Florida,  but with the help of Feed-In-Tariff (key features listed below):

  • Gives RE (renewable energy) priority access to the grid
  • Obliges grid operators to purchase electricity from RES
  • Sets the price for RE electricity for fixed periods
  • Sets no limit to amount of RE feeding into the grid4

Feed-In-Tariffs have been so successful in Germany and many other countries because of the long term planning security it provides by having 12-20 year contracts ( this is crucial to investors);it gives technology-specific incentives (this is crucial for driving new technologies into the market);it adapts to technological development (this fosters innovation).

Germany was able to create more than a quarter million jobs in renewable energy sector in less than five years, economic impact of new industry development with total turnover from renewable energy sources of approximately  25 billion Euros in 2007, and saved about 150 tons of CO2 emissions…all due  to the help of Feed-In-Tariff.  Most importantly, Feed-In-Tariffs have made Germany the world leader in solar power.  Another important lesson to take away from the presentation of World Future Council video clip is the fact that majority (more than 80% in Germany & or 90% in Florida) of the market share is from residential rather than the utility scaled facility (about 10%).  That means we, the individuals, will have far more combined impact on the industry and would benefit from the industry of renewable energy via Feed-In-Tariff.  Please allow me to show you this clip right now:


 

 

My fellow Floridians and residents of USA, I know that Feed-In-Tariff (FIT) may not be easy to understand, so  I implore you to carefully view all discussions on this topic (Feed-In-Tariff) at http://sunisthefuture.net by typing Feed-In-Tariff in the search box and listen to those people from different parts of the world who have implemented or benefited from this policy.  Our neighbors in Gainesville, FL, can attest to the economic prosperity FIT had brought them.  Why shouldn’t we all benefit from our generous sunshine?! Then talk and write to your friends, family, neighbors, and your state legislators about introducing this policy so your local communities may prosper.  We need and want more jobs and more small businesses to thrive and pave our way into the renewable energy age.  It is time…we cannot afford to sit idly by and be left behind.  Individually, we may not have millions of dollars to spend on lobbying for this policy, but I believe that our combined strength will enable us to achieve what is necessary to push this through.  After all, we here in USA, historically have a track record of doing what had been impossible.  In response to Rachel and  other readers of Sun Is The Future who want me to write more: if I put up a petition page, will you all be willing to sign the petition in showing your support for Feed-In-Tariff ?  Please keep checking back for future petition page(s).  In the meantime, Facebook, Tweet, or chirp your friends/relatives/family/neighbors/state legislators about Feed-In-Tariff.  I would also like to introduce you all to several organizations and web sites , listed below:

Hurray For Gainesville’s Feed-In-Tariff, Let’s Also Get It For Rest of Florida and USA!

I believe we are getting closer to the critical mass needed for Feed-In-Tariff to be receiving its deserved attention to become a state-wide program/policy for renewable/solar energy.

Time for an update on the first-U.S. Feed-In-Tariff in Gainesville, FL.  In June of 2011, Solar Electric Power Association (SEPA) recognized GRU (Gainesville Regional Utilities) as one of the country’s leading utilities for integrating solar power into its energy portfolio.  I would like to, on behalf of Floridians, thank Ed Regan, who was instrumental in implementing the Feed-In-Tariff in Gainesville, FL.  For a better understanding of what Feed-In-Tariff is all about and how FIT is a fantastic incentive program that had benefited the community economically by making it more cost effective to invest in renewable energy and by promoting local job growth, please take a look/listen to the series of discussion on Feed-In-Tariff at Sun Is The Future and also at these two sources below:

A thousand apologies for this delayed post. As a result of some family matters, my time had been very restricted this past month. But the upside of this is the fact that I had the opportunity to be exposed to people from various states and a chance to spread more of words on solar/renewable  energy and the idea of Feed-In-Tariff.  I also came across an article, Are Feed-In Tariffs Part of Colorado’s Solar Future?, by James Cartledge in ColoradoEnergyNews, indicated that solar industry groups from 13 states, including Arizona, California, Colorado, Florida, Hawaii, Maryland-DC, Massachusetts, New Jersey, New York, Oregon, Pennsylvania, Texas and Virginia, have said it is high time for the entire country to make use of feed-in-tariffs to encourage homes and businesses to generate their own solar power.

In recent years, I’ve often heard some young people responding to any discussion of our national energy or national debt issues with a “I don’t care and why should we the youth care?” attitude.  So, it is my pleasure to have come across and be able to share this next youtube clip, developed by a young lady from my home state of sunny Florida,  Yelena of University of Florida, who understood that our  youth now will be the ones who will be most affected by the energy policy implemented today.  The real cost of  energy include energy security, environmental pollution, and the impact of climate change.  Our youth of today will be paying for these cost of energy tomorrow.  The sooner more of our youths will come to appreciate Feed-In-Tariff(s) (aka Renewable Energy Dividend Policy), the better chance these youths will not have to pay as high of a price in the future.  Yelena managed to have interviewed Ed Regan, the Assistant General Manager of Gainesville Regional Utility, who was responsible for the implementation of Feed-In-Tariff  in Gainesville, FL and from Andrew Walmsley, Assistant Director of Agriculture Policy of Florida Farm Bureau. You will be able to see/hear Mr. Regan explaining how/why Feed-In-Tariff approach would be superior to the stand-alone Renewable Portfolio Standard and countries with Feed-In-Tariffs end up with more renewable energy at lower cost (reported by National Renewable Energy Lab).  We will also hear from Tim Morgan, the President and CEO of TM Industries,  Jennifer Morgan, owner of MGI Solar Electric Power,  and Don Davis, President of Capital City Bank, explain how  local communities would benefit tremendously and quickly from implementing Feed-In-Tariff. 

Put it simply, Feed-In-Tariff is an incentive policy that requires the power company to buy renewable energy from any one who produces it. No matter how small the producer is, the power company has to buy the renewable energy from the producer. Different tariff rates are set for different renewable energy technologies, linked to the cost of resource development in each case.  Typically, FITs include three key provisions:

  • guaranteed grid access
  • long-term contracts (often 15-25 years) for the electricity produced
  • purchase prices that are based on the cost of renewable energy generation and tend towards grid parity

The cost based prices therefore enable a diversity of projects (wind, solar, etc.) to be developed while investors can obtain a reasonable return on renewable energy investments.

Finally, we have affirmation from FARE (Florida Alliance For Renewable Energy), stating that Feed-In-Tariff, had proven to be the most effective incentive program for rate payer (meaning least costly) for rapid wide spread  deployment of renewable energy toward the path for Energy Independence, Job Creations, and Economic Stimulation.  I believe it is very apropos to give a big SHOUT-OUT for Feed-In-Tariff in our celebration of July 4th, to remind not only those 13 states, but throughout USA that we are ready to walk down the path for ENERGY INDEPENDENCE, JOB CREATIONS, and ECONOMIC STIMULATION…we want Feed-In-Tariff !
